The Greenock and Inverclyde MSP says coffee shops and fast-food traders sell drinks using “single-use paper laminate or paper/plastic laminate cups”.
Scots throw out 208 million disposable coffee cups every year, according to Zero Waste Scotland, an official agency promoting recycling.
Mr McMillan said a compulsory scheme was needed to cut their use.
